Why does this table say "enacted only" instead of "member"?

Because "member" is not the same as "usable". A state can pass compact legislation years before it begins issuing or accepting privileges — the OT Compact Commission says outright that you cannot practice in an enacted state under the compact until applications open and yours is approved. This table answers whether a privilege works there today, which is the question a practitioner actually has.

Which compacts does this cover?

The Nurse Licensure Compact (RN and LPN/VN), the Physical Therapy Licensure Compact (PT and PTA), the Occupational Therapy Licensure Compact (OT and OTA), and REPLICA, the EMS compact (EMT, Advanced EMT and paramedic). Other professions run compacts too — counseling, psychology, social work, medicine — and are not covered here because no maintained, enumerated member list was available from their commissions at the time of review.

Does a compact privilege replace a license?

It replaces the need for a second full license in another member state, but it depends entirely on a license in good standing in your home state — the state where you primarily reside. Lose or let lapse the home state license and the privileges built on it go with it.
