Endorsement vs compact license

These two terms get mixed up constantly. They solve the same problem — practicing in another state — in very different ways, and usually your situation decides which one you use.

What is the difference between endorsement and a compact license?

Licensure by endorsement means applying for and holding a second state’s own license based on your existing license. You end up with an additional single-state license for that state.

A compact (multistate) license is one license, issued by your home compact state, that carries privilege to practice in every other compact state — no second application. Endorsement works for any state; the compact only works between compact states.

The practical difference

  • Compact license: one license, many states, no per-state application — but only among compact states, and only if your home state is one of them.
  • Endorsement: a separate license for each state you apply to, with that state’s fees and processing time — but it works for non-compact states too, where the compact cannot help.

See nursing license by endorsement for how the endorsement process itself works.

Usually it is not a choice

People frame this as “which should I pick,” but your circumstances usually decide it for you:

  • Home state and work state both compact, and you hold a multistate license? You already have privilege — no endorsement needed.
  • Work state is non-compact? The compact cannot reach it; endorsement is the route.
  • Home state is non-compact? You cannot get a multistate license at all, so endorsement is how you practice elsewhere.

The compact state checker tells you which of these you are in for any pair of states.

How they relate to a single-state license

Both an endorsed license and a home-state single-state license are single-state licenses — valid only in the issuing state. A multistate license is the one credential that reaches beyond its issuing state. If you are trying to figure out what you already hold, start with is my license compact?

Frequently asked questions

No. A compact (multistate) license is a single license that grants privilege across all compact states. Licensure by endorsement gives you a separate, additional single-state license for one specific state. They are different mechanisms.
