The law that governs this in Alabama
Licensing a nurse in Alabama happens under Alabama’s own nurse practice act — the same act that defines what practice means here — administered by the Alabama Board of Nursing. That act is Alabama nursing licensure law (Alabama Board of Nursing).
The compact itself is separate law. Alabama adopted it at Code of Alabama 1975, tit. 34, ch. 21 — Nurse Licensure Compact provisions (incl. §§ 34-21-123, 34-21-126 to 34-21-130), which is what allows a multistate license issued elsewhere to reach Alabama at all — the practice act still decides what you may do once it does.
