The law that governs this in Idaho
Getting licensed in Idaho happens under Idaho’s own nurse practice act — the same act that defines what practice means here — administered by the Idaho Board of Nursing. That act is Idaho nursing licensure law (Board of Nursing, DOPL).
The compact itself is separate law. Idaho adopted it at Idaho Code § 54-1418 (Nurse Licensure Compact), which is what allows a multistate license issued elsewhere to reach Idaho at all — the practice act still decides what you may do once it does.
How verification works in Idaho
An endorsement application rests on Idaho receiving verification of the license you already hold, and that step is where these applications stall. What we found reading Idaho Board of Nursing’s own material:
Public search for LPN, RN and APRN records. Idaho’s outbound route is self-service in a way most states are not: a nurse pulls their own certification from their DOPL Online Services account rather than asking the board to produce one. That removes the board’s queue from the timeline entirely — but it also means the nurse has to have account access, which is worth checking before they need it rather than during a move.

What licensure by endorsement means
Endorsement is applying for Idaho’s own license based on an existing license in good standing. You end up holding an Idaho license. It is different from a compact license, which is one multistate license covering all compact states.

Can applying by endorsement in Idaho get you a multistate license?
Yes — if Idaho is genuinely your primary state of residence and you meet the compact’s uniform licensure requirements. The Idaho Board of Nursing has issued multistate licenses since January 19, 2018. Say so on the application: an endorsement application and a multistate license request are not automatically the same thing, and boards issue what you asked for.
The compact statute in Idaho: Idaho keeps the compact in its own section near the end of the nursing chapter, and the section immediately after it — § 54-1419 — is an Advanced Practice Registered Nurse Compact. Idaho is the second jurisdiction in this survey, after Iowa, to have legislated for both. As with Iowa, that means Idaho has passed APRN compact law, not that APRN privilege is available; the two compacts are separate instruments with separate activation.
