The law that governs this in Illinois
Renewing a license issued by Illinois happens under Illinois’s own nurse practice act — the same act that defines what practice means here — administered by the Illinois Board of Nursing (IDFPR). That act is 225 ILCS 65 (Nurse Practice Act).
There is no compact statute to cite for Illinois, which is the substantive point rather than a gap in our research: Illinois has not adopted the compact, so the practice act above is the whole of the law that applies to you here.

Renewal and out-of-state practice
A Illinois license renews for Illinois only. If you practice in other states, you either hold each state’s license or a multistate license from a compact home state — and that multistate license renews separately in that home state.
Can renewing in Illinois get you a multistate license?
No — and not because of anything about your application. Illinois has not adopted the compact, so the Illinois Board of Nursing (IDFPR) does not issue multistate licenses to anyone. Renewing keeps your Illinois license valid in Illinois; it cannot upgrade it into something Illinois does not offer. A multistate license only ever comes from your primary state of residence, and only if that state is a compact member.
