The law that governs this in Minnesota
Renewing a license issued by Minnesota happens under Minnesota’s own nurse practice act — the same act that defines what practice means here — administered by the Minnesota Board of Nursing. That act is Minn. Stat. §§ 148.171–148.285 (Minnesota Nurse Practice Act).
There is no compact statute to cite for Minnesota, which is the substantive point rather than a gap in our research: Minnesota has not adopted the compact, so the practice act above is the whole of the law that applies to you here.

Renewal and out-of-state practice
A Minnesota license renews for Minnesota only. If you practice in other states, you either hold each state’s license or a multistate license from a compact home state — and that multistate license renews separately in that home state.
Can renewing in Minnesota get you a multistate license?
No — and not because of anything about your application. Minnesota has not adopted the compact, so the Minnesota Board of Nursing does not issue multistate licenses to anyone. Renewing keeps your Minnesota license valid in Minnesota; it cannot upgrade it into something Minnesota does not offer. A multistate license only ever comes from your primary state of residence, and only if that state is a compact member.
