The law that governs this in Virginia
Getting licensed in Virginia happens under Virginia’s own nurse practice act — the same act that defines what practice means here — administered by the Virginia Board of Nursing. That act is Va. Code tit. 54.1, ch. 30 (Nursing).
The compact itself is separate law. Virginia adopted it at Va. Code tit. 54.1, ch. 30, art. 6.1 (§ 54.1-3040.2 et seq.), which is what allows a multistate license issued elsewhere to reach Virginia at all — the practice act still decides what you may do once it does.
How verification works in Virginia
An endorsement application rests on Virginia receiving verification of the license you already hold, and that step is where these applications stall. What we found reading Virginia Board of Nursing’s own material:
Two things employers should know. Virginia states outright that this lookup IS primary-source verification of the credential and meets Joint Commission requirements — few boards commit to that in writing, and it means a printed result can stand as the file copy. But the free tier is RATE-LIMITED, and it is sized for occasional individual checks. Run a batch of hires through it and you will hit an error that looks like a broken system or a missing nurse; it is neither. What licensure by endorsement means
Endorsement is applying for Virginia’s own license based on an existing license in good standing. You end up holding a Virginia license. It is different from a compact license, which is one multistate license covering all compact states.

Can applying by endorsement in Virginia get you a multistate license?
Yes — if Virginia is genuinely your primary state of residence and you meet the compact’s uniform licensure requirements. The Virginia Board of Nursing has issued multistate licenses since January 19, 2018. Say so on the application: an endorsement application and a multistate license request are not automatically the same thing, and boards issue what you asked for.
