Is Guam a nursing compact state?
Partially. Guam has special, partial implementation of the Nurse Licensure Compact. Nurses with an active multistate license from another compact state may be able to practice in Guam, but Guam residents generally cannot yet obtain a Guam-issued multistate license. Do not rely on compact privilege until full implementation is confirmed.
The short version
Guam is a special case. Under partial implementation, a nurse holding an active multistate license from another compact state can generally practice in Guam, but nurses who call Guam their primary state of residence cannot yet obtain a Guam-issued multistate license. Confirm the current rules before you rely on either path.
What nurses need to know
Guam is in a transitional, partial-implementation stage. Some parts of the compact may apply while others do not.
Practically, that means you should not assume compact privilege works the same way it does in a fully implemented state. Confirm the current rules with the board before you practice.
If you live in Guam
If Guam is your home, you generally can’t get a Guam-issued multistate license yet — even though nurses visiting from other compact states may be able to practice here. Keep an active Guam license and watch for full implementation.
If you want to work in Guam
An active multistate license from another compact state may let you practice in Guam under partial implementation, but the rules are still settling — confirm with the Guam Board of Nurse Examiners before you start.
Does the compact cover RNs, LPNs/LVNs, and APRNs?
The compact covers RNs and LPNs/LVNs. It does not, on its own, cover APRNs — nurse practitioners, CRNAs, CNSs, and CNMs generally need separate APRN authorization in each state. See the APRN guide for details, and confirm specifics with the Guam Board of Nurse Examiners.
Planning a move or a telehealth role? For telehealth you’re generally licensed where the patient is. Run your exact situation through the compact state checker.
