The law that governs this in Massachusetts
Licensing a nurse in Massachusetts happens under Massachusetts’s own nurse practice act — the same act that defines what practice means here — administered by the Massachusetts Board of Registration in Nursing. That act is Mass. Gen. Laws ch. 112, §§ 74–81C.
The compact itself is separate law. Massachusetts adopted it at Mass. Gen. Laws ch. 112A, which is what allows a multistate license issued elsewhere to reach Massachusetts at all — the practice act still decides what you may do once it does.

Massachusetts has enacted the compact but this board has not finished implementing it, so today it does exactly what a non-compact board does: it issues Massachusetts licenses to Massachusetts nurses, and nobody practices here on another state’s license. That will change when the board announces an implementation date.
