The law that governs this in Massachusetts
Renewing a license issued by Massachusetts happens under Massachusetts’s own nurse practice act — the same act that defines what practice means here — administered by the Massachusetts Board of Registration in Nursing. That act is Mass. Gen. Laws ch. 112, §§ 74–81C.
The compact itself is separate law. Massachusetts adopted it at Mass. Gen. Laws ch. 112A, which is what allows a multistate license issued elsewhere to reach Massachusetts at all — the practice act still decides what you may do once it does.

Renewal and out-of-state practice
A Massachusetts license renews for Massachusetts only. If you practice in other states, you either hold each state’s license or a multistate license from a compact home state — and that multistate license renews separately in that home state.
Can renewing in Massachusetts get you a multistate license?
Not yet. Massachusetts has enacted the compact (November 20, 2024) but has not finished implementing it, so the Massachusetts Board of Registration in Nursing is not issuing multistate licenses to Massachusetts residents. Until it does, renewing here produces a single-state license. Watch the board for an implementation date rather than treating the law passing as the finish line.
