What compact privilege is
A multistate license from your primary state of residence carries compact privilege — the authority to practice in other compact states without licensing separately in each. It only exists between states that are live in the Nurse Licensure Compact.
Why privilege does not reach Massachusetts
Since Massachusetts is not yet live in the compact, there is no Massachusetts compact privilege to grant. See non-compact states and working in a non-compact state with a compact license.
The law that governs this in Massachusetts
Working in Massachusetts on another state’s license is practice in Massachusetts, so it is Massachusetts’s own nurse practice act that defines what you may do and the Massachusetts Board of Registration in Nursing that applies it. That act is Mass. Gen. Laws ch. 112, §§ 74–81C.
The compact itself is separate law. Massachusetts adopted it at Mass. Gen. Laws ch. 112A, which is what allows a multistate license issued elsewhere to reach Massachusetts at all — the practice act still decides what you may do once it does.
Signed 20 November 2024. The statute is on the books, but the Board of Registration in Nursing has not completed implementation — so no multistate licenses are issued and compact privilege does not yet apply here. § 18 requires fingerprint-based state and national background checks, which is part of why implementation takes time.

Either way the practical answer for working in Massachusetts on a license from another state is the same today: a multistate license from another state does not authorize it, and you generally need a Massachusetts license from the Massachusetts Board of Registration in Nursing. Re-check before a start date rather than assuming — this is precisely the fact that changes.
