The law that governs this in Missouri
Licensing a nurse in Missouri happens under Missouri’s own nurse practice act — the same act that defines what practice means here — administered by the Missouri State Board of Nursing. That act is RSMo ch. 335 (Nurses), §§ 335.011–335.096.
The compact itself is separate law. Missouri adopted it at RSMo ch. 335, Nurse Licensure Compact provisions at §§ 335.300 et seq. (incl. §§ 335.365, 335.370, 335.375), which is what allows a multistate license issued elsewhere to reach Missouri at all — the practice act still decides what you may do once it does.

What the Missouri State Board of Nursing controls
Because Missouri is in the compact, this board does two jobs at once: it licenses Missouri residents — including issuing multistate licenses, which it has done since January 19, 2018 — and it regulates every nurse practicing in Missouri on another state’s multistate license. A visiting compact nurse answers to this board while working here, even though it never issued them anything.
