The law that governs this in New York
Getting licensed in New York happens under New York’s own nurse practice act — the same act that defines what practice means here — administered by the New York State Board of Nursing (Office of the Professions). That act is N.Y. Educ. Law art. 139; 8 NYCRR pt. 64.
There is no compact statute to cite for New York, which is the substantive point rather than a gap in our research: New York has not adopted the compact, so the practice act above is the whole of the law that applies to you here.
How verification works in New York
An endorsement application rests on New York receiving verification of the license you already hold, and that step is where these applications stall. What we found reading New York State Board of Nursing (Office of the Professions)’s own material:
The Office of the Professions treats its online search as a primary source for verification. The part that catches people applying INTO New York is that the route depends on whether the state that issued your license participates in Nursys. Where it does, verification travels electronically. Where it does not, New York falls back to a paper instrument — Form 3, the Verification of Other Professional Licensure — which you send to your original licensing authority to complete and return to NYSED. That is a materially slower path, and it is chosen by your ISSUING state, not by you. We are deliberately not reproducing a list of non-participating states here: the lists published by different authorities disagree with each other, and at least one names a state whose own board documents its Nursys service. Check Nursys for your specific state rather than trusting any list, including ours.
Its own lookup is NYSED Office of the Professions verification. Confirm what the receiving board wants before you pay for anything — a printout of a public lookup is rarely the document a board means by “verification”. See the two things called verification.
What licensure by endorsement means
Endorsement is applying for New York’s own license based on an existing license in good standing. You end up holding a New York license. It is different from a compact license, which is one multistate license covering all compact states.

Why the compact does not help here

Can applying by endorsement in New York get you a multistate license?
No — and not because of anything about your application. New York has not adopted the compact, so the New York State Board of Nursing (Office of the Professions) does not issue multistate licenses to anyone. Endorsement gets you a New York single-state license, which is what you need to work here — it just will not travel. A multistate license only ever comes from your primary state of residence, and only if that state is a compact member.
