The law that governs this in New York
Renewing a license issued by New York happens under New York’s own nurse practice act — the same act that defines what practice means here — administered by the New York State Board of Nursing (Office of the Professions). That act is N.Y. Educ. Law art. 139; 8 NYCRR pt. 64.
There is no compact statute to cite for New York, which is the substantive point rather than a gap in our research: New York has not adopted the compact, so the practice act above is the whole of the law that applies to you here.

Renewal and out-of-state practice
A New York license renews for New York only. If you practice in other states, you either hold each state’s license or a multistate license from a compact home state — and that multistate license renews separately in that home state.
Can renewing in New York get you a multistate license?
No — and not because of anything about your application. New York has not adopted the compact, so the New York State Board of Nursing (Office of the Professions) does not issue multistate licenses to anyone. Renewing keeps your New York license valid in New York; it cannot upgrade it into something New York does not offer. A multistate license only ever comes from your primary state of residence, and only if that state is a compact member.
