Why compact privilege does not reach U.S. Virgin Islands
U.S. Virgin Islands has enacted the compact (December 6, 2021) but has not finished implementing it, so privilege is not active here yet. Either way the practical answer for taking an assignment in U.S. Virgin Islands is the same today: a multistate license from another state does not authorize it, and you generally need a U.S. Virgin Islands license from the Virgin Islands Board of Nurse Licensure. Re-check before a start date rather than assuming — this is precisely the fact that changes.
